Job Description

The COBRA/Retiree Administer, manages, processes, coordinates and assures compliance and adhere to each client’s COBRA and/or Retiree Plans (COBRA & Retiree Medical, Dental, Vision, EAP, Life Insurance, etc.).

As the primary point of contact for Workterra COBRA and Retiree clients, the COBRA/Retiree Administrator will consistently deliver accurate, timely and succinct responses for all of their needs.  The COBRA/Retiree Administrator is responsible for the day-to-day interaction and management of Workterra COBRA/Retiree client accounts.  They are responsible for maintaining and assisting in growing revenues, improving our Customer Satisfaction and reducing attrition assigned accounts by establishing and expanding long-term relationships with our customers.  The COBRA/Retiree Administrator reports directly to the Manager of Administrative Services.

Job Duties and Responsibilities

  • Receive data from clients via csv or excel on a weekly, bi weekly, semi-monthly, or monthly basis depending on client and where data is being sent from. Data is formatted in excel for upload into our COBRAPoint System.   Once upload is complete an audit is performed to insure accuracy of the uploaded data
  • Handle participant inquiries regarding premium payments, eligibility, effective dates, and enrollment timelines
  • Audit paid through reports and participant records to assure proper administration of plan enrollments, ensure participants are not past due, and if they are ensure they are terminated properly for non-payment. All terminations are to take place within 60 days of last premium due date
  • Process and run enrollment reports whenever needed and monthly for client receipt
  • Monitor and audit client and consumer accounts
  • Work closely with Recon, Call Center, and Client Executive teams on defined book of business to ensure client services are functioning properly
  • Prepare and deliver monthly, quarterly, and/or third quarter reports to participants pursuant to agreement with client
  • Prepare and audit client plans and rates annually and update COBRAPoint system to reflect proper system updates
  • Attend client implementation, Open Enrollment, and informative meetings regarding existing or new clients.
  • Implementation – building new client accounts in COBRAPoint system.
  • Daily inquiries and requests from consumers, clients and brokers.
  • Prepare Past Due Notifications for Retiree clients and send copies of notifications and list of past due members to clients
  • Responsible for management of book of business year round along with open enrollment activities including but not limited to setting up Open Enrollment changes such as rates / plans / member enrollment audits, Open Enrollment election packets for COBRA and/or Retiree participants per client request
  • Work efficiently by prioritizing workload to ensure timelines/deadlines are met and exceeded.
  • Maintain clear and consistent records in the client and member files with all client, member, and carrier documentation fully saved and documented in both COBRAPoint and file drives.
  • Assist with various tasks throughout the Implementation Process.
  • Other tasks and duties as assigned

Job Requirements:

Minimum Qualifications

  • Education: Four year degree or equivalent experience
  • Experience: 1-3 years of COBRA/Retiree or Benefit Administration experience.
  • Strong background in customer service
  • Excellent customer service skills
  • Excellent time management and organizational skills
  • Aptitude in using Microsoft programs including Word, PowerPoint, Excel and Outlook
  • Strong written and verbal communication to interact effectively with both technical and non-technical users at all levels of the organization
  • Strives to give customers the best service and takes the initiative to add value
  • Ability to work both independently and in a team environment with internal/external customers
  • Strong attention to detail and the ability to manage multiple tasks/priorities under pressure
  • Ability to deal with complaints and conflict resolutions in a professional and decisive manner

  • High School diploma or equivalent required
