Position Overview

The Benefits Administrator is responsible for administering and communicating the COBRA benefits program with regard to plan options, policy features, enrollment and other requirements. The position is responsible for providing excellent customer service and first level support to both internal and external customers as well as closely collaborating with clients, brokers, carriers and customers.

Job Duties and Responsibilities

  • Administer various benefit programs that include: medical, dental, vision, life insurance conversion, FSA plans, and HSA accounts.
  • Serve as the main contact for benefit administration activities to ensure accuracy and compliance with laws, policies and procedures.
  • Serve as primary contact for various benefit issues such as plan provisions, policy interpretation, procedures, coverage, enrollment eligibility, family status changes, claims, claims appeals procedures, and other benefit matters.
  • Administer online benefits administration. Assume primary responsibility for ongoing utilization of the site’s features and procedures including eligibility management, enrollment management; provide information to billing, reporting, and maintenance.
  • Create COBRA reports for clients and internal company utilization.
  • Perform audits to verify integrity of data in WebCOBRA to match data stored in WORKTERRA.
  • Collect and verify documentation of all COBRA eligible qualifying events.
  • Maintain and organize a repository of benefit policies, plan documents, forms, and carrier information on the client folder.
  • Collaborate with benefits broker, client and internal team to resolve customer/vendor issues.
  • Serve as a primary contact with benefit vendors and or clients regarding ongoing plan administration. Ensure that vendor processes are in place and working properly.
  • Manage and coordinate the preparation of qualified beneficiary communications.
  • Maintenance of the qualified beneficiaries benefit files in accordance with internal policies and procedures and with appropriate requirements including ERISA, HIPAA, and DOL.
  • Establish and maintain familiarity with provisions of existing as well as new federal and state laws to help determine impact on benefit plans and ensure compliance with COBRA, HIPAA, Section 125 and regulations.
  • Evaluate and advise on internal processes to reduce costs and increase efficiency.
  • Manage clients Open Enrollment process, communicate with brokers and or clients to determine benefit plans for coming year, create communication to qualified beneficiaries, review and provide feedback to broker/client on updates to benefit descriptions, and update Benefits system with new rates as appropriate.  Monitor Benefits System and ensure changes are sent to vendors in a timely manner. 
  • Ensure request to enroll in Automatic Debit Transaction (ADT) is sent to accounting for setup.
  • Ensures that accounting department receives ADT file on specified deduction dates.
  • Establishes and maintains good working relationships with clients, brokers, carriers and customers. Assists with the design, preparation, update, and distribution of benefit communications.
  • Processes enrollments and terminations on a daily basis for all COBRA eligible events.
  • Resolves issues related to enrollment and eligibility by contacting carriers via telephone or email.
  • Assists qualified beneficiaries with any enrollment issues.
  • Performs other duties as assigned.

  • High School Diploma.

  • Ability to maintain professional and approachable demeanor effectively handling qualified beneficiary inquiries and maintaining good customer relations.
  • Ability to understand, navigate, and adhere to administrative policies and procedures.
  • Excellent time management and follow through a must.
  • Analytical, organized, detail-oriented, and have the ability to identify and resolve problems in a timely manner.
  • Intermediate computer skills, including Microsoft Office application such as Word and Excel
  • Strong customer service with communication skills, verbal, phone, written, and active listening.
  • Professional demeanor with clients with commitment to resolve issues and respond quickly.
  • Ability to maintain strict confidentiality and qualified beneficiaries privacy.
